Morgan Stanley Real Estate's Prime Property Fund (PRIME), formerly AMLI Residential Properties Trust, is constructing an 18-story, 231-unit apartment tower at 421 W. 3rd. Street (site known as Block 22). This $44 million project will also include 47,000 sq. ft. of retail in two levels along 2nd Street as well as above-grade parking.
